Notice is hereby given that pursuant to Chapter §102, Hawaii Revised Statutes, the Hawaii Housing Finance and Development Corporation (HHFDC), will be accepting sealed bids for Furnishing Laundry Concession Services at Kekuilani Courts, 91-1083 Kekuilani Loop, Kapolei Hawaii 96707.

The Invitation For Bids, Specifications, Bid Forms, and Notice of Intent to Bid and Qualifications Questionnaire may be picked up at 677 Queen Street, Suite 300, Honolulu, Hawaii 96813 beginning Friday May 16, 2008 at no charge.

The Notice of Intent to Bid and Qualifications Questionnaire must be submitted by Monday, June 2, 2008.  Facsimile transmissions shall be accepted.  Sealed bids will be received at 677 Queen Street, Suite 300, Honolulu, Hawaii 96813 until 2:00 p.m. Hawaii Standard Time (HST) on Thursday, June 12, 2008.  Opening of bids will commence at 2:00 p.m. HST on Thursday, June 12, 2008 at 677 Queen Street, Suite 300, Honolulu, Hawaii 96813.

SCOPE OF WORK: Furnish the required labor, tools, materials and equipment to install a 1.0 million gallon reinforced concrete tank, tank control valve station, tank 12" influent and 16" effluent piping, tank drain and overflow pipelines, access road, asphaltic concrete pavement, fencing, concrete work, electrical work, and all other work necessary to provide a complete operational system at the Stable Tank Site as shown on the project construction drawings.

SCOPE OF WORK: This contract consists of the furnishing and installing of materials for 615 linear feet of 16-inch water main and 2565 linear feet of 12-inch water main including all appurtenances along Ka’apuni Road; 6-inch pressure reducing valve and vault; installation of emergency pumping connection; installation of fire hydrants; connection of new service laterals; other waterlines and accessories, and all other necessary works, all as indicated in the contract drawings and specifications.

SCOPE OF WORK: Furnishing and installing materials for the installation of approximately 4,520 linear feet of 8-inch and 240 linear feet of 6-inch, and 32 linear feet of 4-inch ductile iron pipes and 20 linear feet of 2-1/2-inch PVC pipes, and appurtenances including connections to existing waterlines, cutting and plugging of waterlines to be abandoned, new valves, new fire hydrants, installation of new service laterals and meter boxes, transfer of service, reconnection of existing service laterals, installation of air valves and permanent cleanouts with meter boxes, salvaging fire hydrants, valves, and valve boxes, and restoration and repaving work, all in accordance with the plans and specifications. Work on all three projects shall be performed concurrently with each other and shall be coordinated to be completed and operational on the same completion date.  All waterline interconnection work between projects shall be done by the respective contractors to coincide with the completion of the proposed tank construction.

PLANS AND SPECIFICATIONS: May be examined and obtained at the Department’s office at 4398 Pua Loke Street, Lihue, Kauai.  Contract documents may be obtained upon deposit of One Hundred Dollars ($100.00) for each set in cash, certified check, or cashier’s check payable to the Department of Water along with a typed page with the Company’s name, street address, mailing address, telephone and facsimile numbers.

CONTRACTORS LICENSE: All prospective Bidders must be currently licensed by the State of Hawaii, Department of Commerce and Consumer Affairs, Division of Professional and Vocational Licensing.

"A" general engineering contractors and "B" general building contractors are reminded that due to the Hawaii Supreme Court’s January 28, 2002 decision in Okada Trucking Co., Ltd. v. Board of Water Supply, et al, 97 Haw. 450 (2002), they are prohibited from undertaking any work, solely or as part of a larger project, which would require the general contractor to act as a specialty contractor in any area where the general contractor has no license.  Although the "A" and "B" contractor may still bid on and act as the "prime" contractor on an "A" or "B" project (See, HRS § 444-7 for the definitions of an "A" or "B" project), respectively, the "A" and "B" contractor may only perform work in the areas in which they have the appropriate contractor’s license (An "A" or "B" contractor obtains "C" specialty contractor’s licenses either on its own or automatically under HAR § 16-77-32.).  The remaining work must be performed by appropriately licensed entities.  It is the sole responsibility of the contractor to review the requirements of this project and determine the appropriate licenses that are required to complete the project.

PRE-BID CONFERENCE: All potential interested bidders, offerors, subcontractors, and union representatives are invited to attend the pre-bid conference on May 29, 2008, at 8:30 a.m., at the Department of Water Office. A site visit will be scheduled following the pre-bid conference.
